In most cases, I believe that luck has the greatest hand in determining how many steps are used to complete a puzzle. Unless a deletion influences a later step, it is useless but counts as a step. When a person takes every move as they are found, I can only assume that some are useless. The positive side of the situation is that even the useless moves can be FUN!
